10-10 phone plans are also referred to as Dial Around.  Dial Around phone plans were created to by-pass the major networks by using a 10-10 number before you dial the number you want to call.  Maybe you've seen 10-10-220 on TV?  They charge $1.20 for all calls up to 20 minutes and then 20¢ per minute after that.  If you talk less than 20 minutes or you reach an answering service, you are still charged $1.20.

With the Flex plan, you are only charged for the minutes you use and our 1.9¢ instate and state-to-state long distance is second to none in
